Job Overview

A leading main contracting client, through J10 Consulting, is seeking an experienced HSE Manager to join its team in Dubai, UAE. The role involves overseeing health, safety, and environmental operations across major villa masterplans and mid-rise tower projects. This position is available for immediate joining on an initial 3 to 6-month contract basis with the opportunity to transition into a permanent staff role.

Key Responsibilities

The successful candidate will be responsible for overseeing all health, safety, and environmental practices across assigned construction developments:

• Support top management in formulating, issuing, and standardizing HSE policies, guidelines, and management systems.
• Define safety roles and responsibilities within the organization in coordination with senior leadership.
• Ensure the implementation, review, updating, and auditing of company HSE systems in alignment with corporate directives.
• Monitor safety and environmental system procedures and update them in accordance with legislative and organizational changes.
• Promote safety awareness among company personnel and emphasize adherence to system procedures and equipment standards.
• Collaborate with commercial, engineering, and operations departments on client-facing health and safety matters.
• Conduct internal and external safety audits, including compliance audits on subcontractors.
• Lead accident and incident investigations, analyze incident statistics, and identify safety trends to implement improvement plans.
• Provide technical advice and support to senior management on occupational safety issues.
• Plan and deliver in-house safety training programs.
• Liaise directly with clients regarding HSE matters and project safety compliance.
• Deliver safety engineering input for new projects and facility modifications.
• Participate in HAZOP studies prior to procurement and equipment installation.
• Conduct thorough risk assessments across project sites.
• Prepare comprehensive health and safety documentation for new tender submissions.
• Supervise the preparation of HSE plans and operational procedures during project startup phases.

Job Requirements and Qualifications

Applicants must meet the following technical and professional criteria:

• Bachelor’s degree in Engineering, Science, or an equivalent field.
• Additional professional certifications in HSE and Fire & Safety Management Systems.
• Minimum of 10 years of experience in Health, Safety, and Environment management.
• NEBOSH International Diploma (IDip Level 6) is highly advantageous.
• Proven track record managing HSE on high-profile projects in the UAE, with prior main contractor experience preferred.
• Previous approval on Emaar projects is strongly preferred.
• Experience on large-scale civil construction projects, masterplanned villa communities, and residential towers.
• Experience with a self-performing main contractor is an advantage.
• Working knowledge of environmental discharge controls, incident command systems, HEMP, radiological safety, and Tripod Beta incident investigation tools.
• Demonstrated ability to perform site audits and present findings to operational teams.
• Proficiency in standard software including MS Office (Word, Excel, PowerPoint) and readiness to utilize construction management software such as Procore and Laborchart.
• Available for immediate joining in Dubai.
