تعلن شركة CHINA TIESIJU CIVIL ENGINEERING GROUP CO LTD – RAK Branch عن حاجتها إلى مدير موارد بشرية للانضمام إلى فريق مشروع الإنشاءات التابع لها في دبي، الإمارات العربية المتحدة. يتولى الدور الإشراف على عمليات الموارد البشرية وضمان الامتثال التنظيمي وإدارة شؤون القوى العاملة في مشاريع الإنشاءات.

المهام والمسؤوليات

  • إدارة عمليات الموارد البشرية اليومية لمشاريع الإنشاءات في دبي.
  • إدارة عمليات التوظيف، واستقبال الموظفين الجدد (Onboarding)، وتعبئة وتسريح عمال الإنشاءات والطواقم الفنية والإدارية.
  • تطوير خطط القوى العاملة والتنسيق بشأن احتياجات العمل مع فرق إدارة المشاريع.
  • ضمان الامتثال لقانون العمل الإماراتي ولوائح وزارة الموارد البشرية والتوطين (MOHRE) ومتطلبات التوظيف الأخرى.
  • إدارة عقود العمل، وتصاريح العمل، ومعالجة التأشيرات، وبطاقات الهوية الإماراتية، وتوثيق الموظفين بالتنسيق مع فريق العلاقات العامة (PRO).
  • الإشراف على سجلات الحضور والإجازات، وتنسيق الرواتب، والامتثال لنظام حماية الأجور (WPS)، ومستحقات نهاية الخدمة.
  • التعامل مع تظلمات الموظفين، والمسائل التأديبية، ونزاعات العمل، وعلاقات الموظفين.
  • التنسيق بشأن سكن العمال، ورفاهية الموظفين، وإدارة شؤون القوى العاملة في مواقع الإنشاءات.
  • تطبيق سياسات الموارد البشرية الخاصة بالشركة ودعم إدارة الأداء وتطوير الموظفين.
  • إعداد تقارير الموارد البشرية الدورية، وتحديثات التوظيف، وإحصائيات القوى العاملة، وتحليلات تكاليف العمالة.
  • التنسيق الوثيق مع إدارة المشاريع وقيادة الشركة لضمان كفاءة عمليات الموارد البشرية.

Job Overview

CHINA TIESIJU CIVIL ENGINEERING GROUP CO LTD – RAK Branch is seeking an experienced Human Resources Manager to join the construction project team in Dubai, UAE. The role involves overseeing HR operations, ensuring regulatory compliance, and managing workforce administration for construction projects.

Key Responsibilities

  • Manage daily HR operations for construction projects in Dubai.
  • Handle recruitment, onboarding, mobilization, and demobilization of construction workers, technical staff, and administrative personnel.
  • Develop manpower plans and coordinate workforce requirements with project management teams.
  • Ensure compliance with UAE Labour Law, MOHRE regulations, and other employment requirements.
  • Manage employment contracts, work permits, visa processing, Emirates ID, and employee documentation in coordination with the PRO team.
  • Oversee employee attendance, leave records, payroll coordination, WPS compliance, and end-of-service benefits.
  • Handle employee grievances, disciplinary matters, labour disputes, and employee relations.
  • Coordinate labour accommodation, employee welfare, and workforce administration for construction sites.
  • Implement company HR policies and support performance management and employee development.
  • Prepare regular HR reports, recruitment updates, manpower statistics, and workforce cost analyses.
  • Coordinate closely with project management and company leadership to ensure efficient HR operations.

Job Requirements and Qualifications

  • Extensive HR management experience specifically in the UAE construction industry.
  • Strong knowledge of UAE labour laws, recruitment, manpower planning, employee relations, and workforce administration.
